Obedience Requires Discernment
If Part 1 opened our eyes to the rising tension between God and government, Part 2 is meant to anchor our understanding in biblical truth.
Romans 13 is often cited to demand absolute submission to authority. But is that what Paul really meant? What kind of authority was Paul referring to? And what does it look like to honor God’s design for authority without falling into spiritual compromise?
📝 Note: Faithful obedience starts with faithful interpretation. Before we act, we must understand.
Let’s examine God’s original intent for government — and what happens when that design is distorted by sin, corruption, or idolatry.
The Origin of Authority: All Power Comes From God
1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. (ESV)
This passage is the foundation of most Christian teaching on civil obedience. But two crucial truths are embedded in this verse:
Authority is from God
Human rulers are allowed by God — not necessarily endorsed
📝 Note: God can use even wicked rulers for His purposes (see Pharaoh in Exodus or Nebuchadnezzar in Daniel), but that doesn’t mean He approves of their actions.
God is the source of all true authority. Earthly leaders are delegated agents, meant to serve His justice, not their own agendas.
The Purpose of Government in Scripture
3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, 4 for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer. (ESV)
According to Paul, government has three roles:
Reward what is good
Punish what is evil
Maintain order and peace
This ideal assumes that the government is functioning properly — not redefining morality or enforcing evil.
But what happens when governments begin:
Rewarding sin?
Punishing righteousness?
Outlawing biblical truth?
That’s not a servant of God anymore — that’s a system in rebellion.
📝 Note: Romans 13 is descriptive of what government should be — not a blanket command to obey any and every government at all times.
Biblical Checks and Balances
The Bible does not present a simplistic view of human authority. There are many layers of responsibility, and no earthly authority is above God's Word.
Here’s what else Scripture teaches:
10 Now therefore, O kings, be wise; be warned, O rulers of the earth. 11 Serve the LORD with fear, and rejoice with trembling. 12 Kiss the Son, lest he be angry, and you perish in the way, for his wrath is quickly kindled. Blessed are all who take refuge in him. (ESV)
29 But Peter and the apostles answered, “We must obey God rather than men. (ESV)
22 For the LORD is our judge; the LORD is our lawgiver; the LORD is our king; he will save us. (ESV)
📝 Note: Earthly authority is real — but it is always limited, accountable, and temporary.
Church History: When Submission Became Treason Against Heaven
Let’s look at the historical witness of Christians who honored Romans 13 — yet refused to compromise.
1. Early Christians under Rome
Refused to say “Caesar is Lord.”
Would not burn incense to false gods.
Obeyed civil law until it contradicted Scripture.
Many were martyred — not for political revolt, but for unshakable faith.
2. The Protestant Reformation
Martin Luther and others resisted the corruption of church and state.
Cited Scripture over papal decrees.
Reclaimed the idea that truth, not hierarchy, holds ultimate authority.
3. Nazi Germany
Dietrich Bonhoeffer: “Silence in the face of evil is itself evil.”
Many Christians chose “peace” over truth — others resisted and died for it.
The church’s failure to discern led to catastrophic compromise.
📝 Note: Every time the church compromised for comfort, truth was lost — and people paid with their lives and souls.
Proper Submission vs. Idolatrous Obedience
Biblical submission is not passive. It is active alignment with God’s authority expressed through righteous leadership.
When rulers lead in justice, we obey with joy.When rulers defy God, our allegiance must be clear.
10 For am I now seeking the approval of man, or of God? Or am I trying to please man? If I were still trying to please man, I would not be a servant of Christ. (ESV)
📝 Note: Obedience becomes idolatry when it causes us to betray the truth for the sake of avoiding conflict.
What Rooted Obedience Looks Like Today
Know the Word — so you’re not deceived by twisted interpretations.
Honor leaders — but never worship them or excuse sin.
Hold government accountable — by truthfully naming sin and injustice.
Submit when laws align with righteousness — resist when they don’t.
Discern the times — test every cultural pressure against God’s Word.
4 Those who forsake the law praise the wicked, but those who keep the law strive against them. (ESV)
Final Thought
Romans 13 is not a command to be blind, silent, or compliant in the face of evil. It is a call to order, not idolatry.
God values peace — but never at the expense of truth.He raises leaders — but never calls us to follow them into rebellion.He teaches submission — but never permits surrender to sin.
A rooted Christian obeys where he can… and stands where he must.
Ask Yourself:
Have I misused Romans 13 to justify spiritual complacency?
Do I know the difference between biblical authority and corrupted power?
Would I recognize when government has moved from God-ordained to God-defying?
